The paper “Adaptive Bitrate Control with Frame Extrapolation for Ultra-Low Latency Video Transmission”, by Hind Kanj, Michel Kieffer, Francois-Xavier Coudoux, Marco Cagnazzo, Patrick Corlay has been accepted into the IEEE ICME Workshop on Ultra Low-Latency and Robust Multimedia Delivery.

In this paper, we demonstrate a method to dynamically balance the encoding rate and the number of extrapolated frames (extrapolation horizon) at the receiver within the context of latency-controlled video transmission via extrapolation. On the server side, a Model Predictive Control approach is employed, which takes into account the buffer level at the transmitter and an estimated throughput to determine the optimal encoding rate and extrapolation horizon, thereby ensuring the best quality of experience.
